Is the flood scene part of the plan for the comic, or is it just like a practice background?
And yes, the flood is relevant in the comic's stoyrline. It's not an exact scene, but more something of the character. :^D
You know that phrase, " If a problem can be solved, no need to worry about it. If a problem cannot be solved then what is the use of worrying?". It's kinda what he's thinking, the city is fucked anyway. 8l

What if the problem is us? Can we fix us or don’t worry about it? And what is the problem in the first place? And why did even the problem occur?
From what I've learnt, we're always the problem. But no one cares about that. Or some do but do nothing about it. Or some do but aren't heard out.
And I've never thought that the causes of the problem are that important if the problem is already there.
